摘要：农村党组织书记是村干部队伍的“主心骨”,是乡村振兴最基层的组织者和执行者。运用标杆研究方法,选择具有影响力、先进性的农村优秀党组织书记典型史来贺、宋伟、王化东、黄大发、朱仁斌为行业标杆,通过其关键事件提炼胜任力要素,按照胜任力初始模型—胜任力模型经验验证—胜任力模型修正的研究思路,构建出素养、知识、能力三维16项要素的农村党组织书记胜任力模型。农村党组织书记胜任力模型对精准选拔、精准培训农村党组织书记具有重要的实践价值。
The secretaries of CPC organizations in the rural areas are the mainstay of the village cadre and the grass-roots organizer and executor to achieve the rural revitalization.The paper is organized in such a way as to construct an original competency model,then to test it empirically,and finally to revise it.By the benchmarking method,the paper chooses Shi Laihe,Song Wei,Wang Huadong,Huang Dafa,Zhu Renbin as the benchmark,who are the most influential and advanced typical secretaries of CPC organizations in the rural areas,then,locates the competency facts from their key events,and,finally,constructs the competency model with 16 facts in such three dimensions as literacy,knowledge and ability.The competency model is of great practical value for precisely selecting and training the secretaries of CPC organizations in the rural areas.
