摘要：基于社会认知理论,利用青海省牧区455牧户调研数据,运用结构方程模型分析牧户的草原生态补奖政策认知对政策评价影响。研究表明:(1)政策内容认知显著正向影响政策评价。当政策内容认知提高1个单位,政策生计效果评价提高0.211个单位,政策生态效果评价提高0.175个单位。(2)政策执行认知显著正向影响政策评价。当政策执行认知提升1个单位,政策生态效果评价提升0.283个单位,政策生计效果评价提升0.18个单位。因此,应加强草原生态补奖政策宣传,规范草原生态补奖政策执行程序,提升政策执行中的公平性与透明性,以此调动牧户参与草原生态补偿项目的积极性。
Based on social cognitive theory,this paper used the Structural Equation Model to analyze the impact of household’s grassland Ecological Protection Subsidy policy perception on policy evaluation,with 455 survey data came from Qinghai pastoral area.The results show that:1)household’s policy content perception has significantly positive effect on policy evaluation.When policy content perception level increases 1 unit,household’s policy livelihood evaluation level and ecology evaluation level will increase 0.211 units and 0.175 units respectively.2)Policy implementation perception has significantly positive effect on policy evaluation.When implementation perception level raises 1 unit,policy livelihood and ecology evaluation level will raise 0.18 units and 0.283 units.For this reason,to motivate household’s initiative in participating grassland compensation project,efforts should be made to strengthen the propaganda of the policy,and regulating the policy implement process is necessary to ensure the fairness and transparency.
