摘要：伴随着中国经济发展进入新常态,传统产业政策陷入困境,产业政策转型是必然逻辑。理论界围绕产业政策与竞争政策、选择性政策与功能性政策、要素主导与创新主导等关系进行探讨并基本形成了一致认识。发达国家的实践经验也为我国产业政策转型提供了很好的借鉴。新型产业政策体系要体现产业政策与创新政策相结合、供给侧产业政策与需求侧产业政策相结合、全国性产业政策与区域性产业政策结合,并以完善法律法规、挖掘人才红利、建设创新网络、优化运行机制作为切入点实现由传统产业政策向新型产业政策的过渡。
As China's economic development entered a new norm,traditional industrial policy is in a dilemma,and transformation of industrial policy is an inevitable logic. Theoretical circles focus on and explore the relationships between industrial policy and competition policy,selective policy and functional policy,factor led and innovation led,and reached some basic consensus. The practical experience of developed countries also provides a good reference for China' s industrial policy transformation. The new industrial policy system should reflect the combination of industrial policy and innovation policy,the combination of supply side and demand side industrial policy,the combination of national industrial policy and the regional industrial policy. In order to realize the transition from the traditional industrial policy to the new industrial policy,we should improve the laws and regulations,exploit talent dividend,construct innovation network and optimize operation mechanism.
