摘要：国外开放存取期刊以机构会员制为基础的经济模式主要有"以收费方为核心"与"以付费方为核心"等两种,共同特点是会员类型的细分化、会员分布的全球化、会费标准的差异化和优惠政策的普遍化。采取明确的政策导向、注重出版服务的开展、保证期刊的学术质量、力求付费定价科学化等是国外开放存取期刊机构会员制建设的重要经验,对我国发展开放存取期刊事业具有启示意义。
The economic model of OAJ in foreign countries based on institutional membership system generally presents two methods. One is to take charging party as the core,the other the paying party as the core. All these common features includes member type differentiation subdivision,mass distribution of globalization,the membership fee standard differentiation and the generalization of preferential policies. They make policy guidance clearly,attach more importance to publishing service,assure the quality of the content as well as its academic level,and make every effort to scientific pricing,etc. The above overseas experience of construction of membership for OAJ is of great significance for China in this field.
