摘要：版权补偿金制度对解决图书馆遇到的数字版权问题有着重要的借鉴意义,文章分析了该制度在图书馆的适用性与合理性,对图书馆导入版权补偿金制度要解决的部分问题进行了探讨。
The thought of ＂relativity of rights＂ and ＂imposing restriction on and promoting both parties＂ in copyright levy is of great significance for library to make use of in solving digital copyright problems. The rationality and applicability of copyright levy were analysed, some problems in carring out this system were expounded.
