摘要：互联网给人类带来了巨大的便利和发展空间,但也催生了形形色色的网络犯罪。与传统的犯罪相比,网络犯罪具有犯罪手段的隐蔽性、犯罪人员的高智能性、犯罪危害的严重性和犯罪本身的"虚幻"性等特点。网络犯罪的原因是多方面的,而其根源是伦理的。网络的虚拟性所导致的道德和责任感的弱化,人们不正确的网络伦理观念所产生的对网络犯罪的过于宽容以及网络伦理研究和教育的严重不足。因而,治理网络犯罪之本便在于加强网络伦理建设。
The Internet has brought mankind great convenience and space for development, but also hastened the birth of various forms of cyber-crimes. Compared with traditional crimes, the means used in cyber-erimes are hidden, cyber-criminals are highly intelligence and cyber-crimes are severely detrimental. Being virtual is characteristic of a cyber-crime itself. There are many reasons for cyber-crimes and their causes are ethical. Because of the weakening of ethics and responsibility caused by the virtual network, people are too tolerant towards cyber-crimes, which originates from people＇ s incorrect ethical concepts of network and a serious shortage of ethical research and education. Therefore strengthening the construction of network ethics is the basis for bringing under control eyber-crimes.
