摘要：当前农地流转制度体系制约了供求主体能动性的有效发挥,从而导致地方政府在农地流转中经常职能错位并损害农户的合法权益.农地流转资本化有效地点击了快速城镇化进程中的主要瓶颈,对遏制城市空心化、促进新"四化"协同发展、根治征地群体事件高发以及加快农民市民化等焦点问题的解决具有重要的理论和现实意义.
The Current system of rural land circulation has constrained the effective ness of the supply and demand of subjective dynamic, which has led to the functions of dislocation of the local government and violation of farmers＇ interests. Capitalization and ways of rural land circulation click on the main bottleneck in the process of rapid urbanization, which is of the great theoretical and practical signifi- cance to curb the hollowing of the city,promote the new ＂four modernizations＂ collaborative develop- ment, and to solve the focus problems＇ of high incidence of radical groups of land expropriation and accelerating peasants＇ urbanization.
