摘要：基于浙江省284户农户的调研数据,利用非参数百分位Bootstrap法实证检验农地承包经营权确权何以通过租金水平的中介作用促进农地流转。研究结果表明:确权会显著促进农地流转;租金水平在确权和农地流转之间起到部分中介作用;农地流转模式、确权时间在确权和租金水平之间存在调节作用。一方面,和农户-非机构化的农户流转模式相比,在农户-机构化的企业/合作社流转模式中,租金水平的中介效应更大;另一方面,租金水平在确权和农地流转之间的长期中介效应比短期中介效应更显著。有鉴于此,各地在长期贯彻确权政策的同时,应积极致力于提高农地流转租金水平。不仅如此,在中国经济较发达的地区,应鼓励农户-机构化的企业/合作社的流转模式,以便于确权在农地流转和促进农地适度规模经营方面发挥更大的作用。
Based on the sample of 284 households in Zhejiang province,the non-parametric percentile bootstrap method is used to empirically verify how the registration and certification of farmland's contractual operating right influence farmland circulation through rent rate as mediation effect.The research results show that:(1)Farmland registration and certification would significantly promote farmland transfer.(2)Rent rate plays a partial mediation effect between farmland registration and farmland transfer.(3)Both farmland transfer mode and registration period play regulatory roles between farmland registration and rent rate.On the one hand,compared with the transfer mode of household-household,the mediating role of rent rate is greater in the transfer mode of household-enterprise/cooperative.On the other hand,long-term mediation role of rent rate is more significant than short-term mediation role,while short-term mediation role is not.As a result,we would not only implement the farmland registration and certification policy in a long-term,but focus on enhancing the rent rate of farmland transfer.In addition,the transfer mode of household-enterprise/cooperative should be promoted in the more developed areas so that farmland registration and certification play a greater role in promoting farmland transfer.
