摘要：“强省会”战略吸引各要素向省会集聚促进城市创新发展,并通过“技术辐射效应”带动周边城市,但过度的“资源虹吸效应”加剧要素配置不平衡,扩大城市间发展差距,制约区域创新发展。本文选择2007—2019年我国26省的省级面板数据,分析省会城市首位度对省域创新发展、省会城市与非省会城市创新发展差距的影响,并进一步探讨了地区市场化水平的调节效应。实证发现,省会城市首位度对全省创新发展水平存在“倒U”型影响,对省会与非省会城市的创新发展差距存在正影响。“强省会”战略对区域创新发展水平的影响是“资源虹吸”“技术辐射”以及“要素拥堵”“要素缺乏”4个效应的综合结果。地区市场化水平能发挥积极的正调节作用,随着市场化水平提高,能增强“强省会”战略的区域创新发展正效应,同时减弱“强省会”战略的区域创新发展、城市间创新发展差距的负效应。
The strategy of“building a strong capital”attracts various factors to the provincial capital to promote urban innovation and development,and drives the surrounding cities through the“technology radiation effect”.However,the excessive“resource siphon effect”exacerbates the imbalance of factor allocation,enlarges the development gap between cities,which restricts the regional innovation and development.Based on the panel data of 26 provinces in China from 2007 to 2019,this paper analyzes the impact of provincial capital primacy on provincial innovation development and the innovation development gap between provincial capitals and non-provincial capitals.Besides,the moderating effect of regional marketization was further explored.The empirical results show that the provincial capitals primacy has an“inverted U”shaped influence on the innovation development of the province,and a positive influence on the innovation development gap between provincial capital and non-provincial capitals.The influence of “building a strong provincial capital”strategy on regional innovation development is the comprehensive result of four effects,that is,“resource siphon effect”,“technology radiation”,“factor congestion”and“factor shortage”.Regional marketization can play a positive role in regulation.With the improvement of marketization,it can enhance the positive effect of “building a strong provincial capital” strategy on regional innovation and development,and weaken the negative effect of “building a strong provincial capital”strategy on regional innovation and development and the gap of innovation and development between cities.
