摘要：农业高质量发展是经济高质量发展应有之义,具有高标准、高效益、可持续典型特征。农业高质量发展过程仍然面临着小农户经营与规模化生产的矛盾、高成本投入与增加效益的矛盾、基础薄弱与快速发展的矛盾、追逐高产与环境保护的矛盾。本研究针对农业高质量发展中所面临的困境,提出发展导向:深化供给侧改革,着力结构调整;聚焦市场调节,着力要素流动;完善社会服务,着力规模经营;推进产业融合,着力农业增效;等等。并从土地政策、科技政策、金融政策、财政政策等角度提出相关建议。
The high-quality development of agriculture is the due meaning of high-quality economic development,which is characterized with high standards,high efficiency and sustainability.The process of high-quality agricultural development still faces the contradiction between small farmer operation and large-scale production,the contradiction between high cost input and increasing benefits,the contradiction between the weak foundation and the rapid development,and the contradiction between chasing high production and protecting environment.In terms of the dilemma in agricultural high-quality development,the paper propose to deepen supply-side reform and promote structural adjustment;focus on market adjustment and pay more attention to the factor flow;improve social services and pay more attention on development orientation;promote industrial integration and pay more attention on increasing efficiency.Also,the paper makes some suggestions in the perspectives of lade policy,technology policy,finance policy and fiscal policy.
