摘要：知情权作为公民权利的重要组成部分已经受到政府及社会各界的关注,但是,在宪法中仍然没有被明确认定为一项基本权利.知情权在现实生活中被践踏或被忽视的事件屡见不鲜.知情权的缺失已经成为阻碍我国政治文明进步的一个绊脚石.从法律角度研究知情权制度的意义及其构建的法律途径.
As an important part of civil rights, the right in the know has got attention of the society and the government, but has not definitely been confirmed as a basic right in the Constitution. In everyday life it is often ignored. So the lack of the right to know has been an obstacle to the development of Chinese political civilization. The author tries to make a research into the function of the system of the right in the know and the law angle of its construction.
