摘要：解放战争时期,中国共产党的局部执政战略发展为全面执政战略,在理论上形成了新中国国体和政体建设的发展蓝图,实践上成立了旨在为夺取政权、建立人民当家做主的新型政权创造条件的华北人民政府,党的政治主张、建国思想深入人心,社会各阶级、阶层、党派普遍接受党的领导,保证了党对政权的掌控。其间施政的经验和教训直接影响到了新中国建立初期党的一系列措施、制度和方针等的实施。
During the Chinese Civil War, the regional administration strategy of the CPC was transformed into overall administration strategy, and the blueprint of a new state system and polity was formed theoretically. Huabei People＇ s Government was set up in practioe, whose aim was to come to power and pave the way for the new government, in which the people would be the owners of the country. People had a deep understanding of the political view and the state thought of the Party, all the social classes and parties accepted the leadership of the Party, which guarrantteed the control of the Party. The experiences and lessons of this period directly influenced the implementation of the measures and systems of the Party in our newly founded country.
