Because the command of arrest connects with the civil freedom, we should acquire a better understanding of the condition of arrest and strictly grasp the necessary arrest. How to grasp the necessary arrest? What we should do is to well understand the three problems of the unnecessary arrest: the value,the implication and the command. It is the key to the command of arrest and the purpose of the thesis that we correctly understand and command the unnecessary arrest.
