摘要：在土地流转陷入一定的"低水平困局"的背景下,基于马克思·韦伯二重理性视角,通过对河南省新乡市三县的实地调研,实证分析了影响农户土地流转意愿的因素及显著性。研究表明:工具理性变量对土地流转意愿的影响整体显著,而价值理性变量中厚土情结影响显著,其他因素影响均不显著。建议探索新的农户养老保障机制,降低年长农户对土地的依赖;组织培训、学习、参观,通过体验推动理性流转土地;建立和完善土地流转市场,利用制度激发农户理性行为;充分发挥政府的牵头、带头作用,促进农户理性流转土地。
As the land transfer has been in a certain dilemma at low level, this article analyzed influencing factors and the significance of land transfer willingness of peasants by conducting field researches on three counties in Xinxiang, based on the Dual Rationality Theory of Max Weber. Researches show that Instrumental Rationality and the Soil Complex of Value Rationality have significant influences on the land transfer willingness, while other factors hardly have any impact. So suggestions in this article include exploring new retirement pension mechanism for peasants to reduce their dependency on land;arranging training, studying and visiting to promote rational land transfer through firsthand experience;building and improving land transfer markets system to motivate rational behavior from peasants;and making the government play a leading role in promoting land transfer.
