摘要：In the period of social transformation, social and civic demand for higher education is increasing, resulting in the higher education faces many choices. Choice utilitarian, dependent and bigotry, making university education lost the true system. To reconstruct the modern university system, it needs to start from the system of changing the system, which is the implementation of university autonomy and academic freedom.
