摘要：基于2004-2012年中国30个省区环境治理数据,采用DEA-Malmquist指数,本文测算分析了地区环境治理绩效,并利用面板估计系统考察了户籍城镇化、产业城镇化和建设城镇化对地区环境治理绩效的影响。研究发现,地区环境治理绩效呈现下降态势,主要原因是治理效率下降;户籍城镇化对环境治理绩效有显著的提升作用,产业城镇化则显著降低了环境治理绩效,建设城镇化对环境治理绩效的正面影响不甚显著。因此,地方政府应当切实提高环境治理资金使用效率,提升城镇化进程与环境治理的协同水平,加速经济结构和质量的转型升级,推动地方环境治理绩效全面提升。
Based on China＇s 30 provinces＇ environmental management data during 2004-2012,using DEA- Malmquist index,this paper analyzes the regional environmental governance performance;and using the panel estimation,this article examines the effect of urbanization on China＇s environment governance performance through domicile urbanization,industry urbanization,and construction urbanization.The study found that,environmental governance performance in China during the study period showed a downward trend,and decreased environmental governance efficiency was the main reason.Moreover,the domicile urbanization enhanced environment governance performance significantly,industry urbanization reduced the environmental governance performance,and construction urbanization＇s positive impact on environmental governance performance was less significant.Therefore,the local government should effectively improve capital efficiency in environmental management,enhance the collaborative level of urbanization process and environmental governance,and accelerate the transformation and upgrading of economic structure and quality,and promote local environmental governance performance overall.
