摘要：在市场经济条件下，财政政策是进行宏观调控的主要经济手段之一。系统地掌握财政政策的相关理论知识和作用原理，是正确运用和理解国家财政政策意图，分析和准确把握形势发展方向的重要依据。
Under market economy,financial policy is a main way to adjust the national economy,only by having good grasp of the relevnt knowledge,can we have a better understanding of the financial policy itself and see through the developing tendency.
