摘要：国有企业的改革已进入了制度创新的阶段.在国有企业走向市场化的改革进程中,必然对政府行政职能的重新架构提出配套要求.本文通过对国有企业在企业改革和制度创新中存在问题,以及发展趋势的分析研究,提出了政府转换职能的新构想,即政府职能由配置资源的主体,变成用宏观手段调控市场、调控经济运行的主体,也就是通过调控市场,引导企业行为;通过公平税负,统一政策,创造企业之间公平竞争的环境,以及围绕国有企业制度创新的新要求,建立与之相适应的政府机构改革的新的目标模式,为企业改革创造良好的经济环境,从而形成企业与政府的良好互动关系.
To state-owned enterprises reform,system innovation period is coming. Marketeconomy of state-owned enterprises aequires reconstruction of governmental executive function. The thesis will raise the new concept that government as the subject of resources deposition will be converted into the one managing the market and directing economic runming with macro-control means and instnuting enterprses behavior furtherly. The fair competition enviroment for the enterprises will be built up by justified taxes and unified politics. More important,the new goal pattern of administration reform adapted to the new acquirement of the system innovation should be established soon and finally success fully develop benefical mutual-interactive relationship between enterprises and government.
