摘要：本文介绍了美国对图书馆合理使用复制权的立法脉络,分析了其立法特点,在此基础上,对国内图书馆从延展法律效力的覆盖范围、减少法律规范的不确定性、适当扩大图书馆复制权利和建立法律适用性评估制度等方面提出了建议。
This paper introduces the legislation context of library＇s reasonable use of copy right in the United States, and analyzes the legislation char- acteristics. On this basis, this paper proposes some suggestions for the libraries in China, from these aspects as followed：extendiug the coverage of legal effect, reducin_g the uncertainty of the legal norms, expanding library copy rights appropriately and establishing the legal applicability evaluation policy.
