摘要:我国2020年要全面建成小康社会,但目前农村社会治理面临诸多困难与问题,要想提高农村社会治理水平,就必须充分调动农村"两委"干部在社会治理中的积极性与创造性。本文以对H县"两委"干部激励现状的调研为基础,系统梳理了"两委"干部在薪酬、考核、退职管理中存在的突出问题,提出了留住、吸引高素质农村人才的薪酬激励、考核激励、退职激励、晋升激励的"四维激励"策略,研究成果具有重要的现实意义与实践价值。
In 2020, China intends to finish the building of a moderately prosperous society in all respects, but at present there are many difficulties and problems in the rural social governance. In order to promote the rural social governance level, the initiative and creativity of the rural cadres of the "two committees" in the social governance. Based on the investigation and research of current "two committees" cadres' incentive status in H County, this paper systematically combs out the prominent problems in the management of salary, assessment and resignation of the "two-committee" cadres, and puts forward a "four-dimensional incentive" strategy including salary incentive, assessment incentive, resignation incentive and promotion incentive to retain and attract the high quality rural professionals. The research results are of great practical significance and practical value.
